Here are some ideas:

1.  Converting mpeg-&gt;DV-&gt;mpeg is far too many format conversions for good quality.

2.  mpeg is 4:2:0 color and DV is 4:1:1, so this sequence of conversions reduces your color resolution to 180x240.

2.  Deinterlacing throws away about half of your resolution in the B&amp;W part of the signal.

If you use the WinTV USB2 PVR to capture in mpeg you may like to use avidemux2_gtk to cut and remultiplex your files to a DVD PS without any reencoding.  Then use dvdauthor to write the files to a DVD to give the best digital transfer of your Hi8 footage to DVD.</description>
